First of all, it is "ell-en" not "eye-en".

f(x)=1.84+2.1*ln(x)

If x = 0 in the year 2000 then in year 2008, x would be 8. So we just replace the x with 8:
f(x)=1.84+2.1*ln(8)
Now just type this into your calculator and round the answer off to the nearest tenth.
