In short, if some expression with a negative exponent is in a numerator (or not in a fraction at all, then just move it into the denominator and change the exponent to positive. And if an expression in a denominator has a negative exponent, just move it up into the numerator and change the exponent to positive. Even shorter, an expression with a negative exponent is the reciprocal of that expression with a positive exponent (and vice versa).
