Put the equation in vertex form by completing the square:
2(x^2 + 3x + ? ) = y
2(x^2 + 3x + (3/2)^2) = y + 2(3/2)^2
2(x+(3/2))^2 = y + (9/2)

Vertex: (-3/2,-9/2)
Axis of symmetry: x = -3/2
