(x - h)^2 + (y - k)^2 = r^2
where h and k are the x- and y-coordinates of the center of the circle and r is the radius.
In this case, h = 2, k = -1 and r = 3
Hence the equation is:
(x-2)^2 + (y-(-1))^2 = 3^2
x^2 - 4x + 4 + y^2 + 2y + 1 = 9
x^2 + y^2 - 4x + 2y = 4
