You graph the inequality by graphing the corresponding
equality, which is the boundary of the inequality.

Graph y = -3 as a dashed line parallel to the x-axis
and passing thru all points where y = -3.

Shade the half-plane BELOW the boundary line because
you want y LESS tan -3.
That is the graph of the inequality.
