3x+2y=18

The x intercept is where y=0. If y=0, then 3x=18, so x=6.

The y intercept is where x=0. If x=0, then 2y=18, so y=9.

The point (3,-2) means that x=3 and y=-2.
If x=3 and y=-2,
3x+2y
3(3)+2(-2) does NOT equal 18, so NO it is NOT a point on the line.
