You can put this solution on YOUR website!
Parallel to 2y=5x+7, & passing through (0,-3.5)
2y=5x+7
y=5x/2+7/2
y=2.5x+3.5 (red line)
This line has a slope=2.5.
Thus any parallel line also has a slope=5/2.
Y=mX+b is the equation of the parallel line through (0,-3.5) with a slope=5/2.
-3.5=2.5*0+b
-3.5=b which is the y intercept of the parallel line.
y=2.5x-3.5 (green line).
