The coordinate of a particle in meters is given by x(t) = 16t − 3.0t
3, where the time t is in
seconds.
----------
x(t) = 16t - 3t = 13t
------
dx/dt = 13
---
The particle is momentarily at rest at t =
It's always at rest.

.
If the formula is x(t) = 16*t - 3*t^2, then the answer is

x'(t) = 16 - 6t  =====>  x'(t) = 0 when  16-6t = 0  ====>  t =  =  seconds.
