NOTE: I would have said 7^2 but the statement about number of conditions threw me off.

You're on the right track.
It would be 9%5E7 rows.
Think of it like writing a 7 digit number
ABCDEFG
And the values of A-G can vary from 1-9.
So then you would have
9%2A9%2A9%2A9%2A9%2A9%2A9 possible choices for each combination.
or 9%5E7.

No, it's not 72 which would be only 49, it's 27, or 128 rows.

The conditions only determine the number of (vertical) columns needed, not the
number of (horizontal) rows.
