When the constraint 6x1 + 17x2 < 28 
is converted to an equation, the equation is

A. 6x1 + 17x2 = 28
B. 6x1 + 17x2 - 28 = 0
C. 6x1 + 17x2 + s1 = 28
D. 6x1 + 17x2 - s1 = 28

6x1 + 17x2 < 28

When the left side is less than the right side 28, then
a positive number must be added to the left side to "take
up the slack" between the smaller left side and the larger
right side.  So we add a "slack variable" s1 to
the left side as the proper positive number that will
"take up the slack" between the smaller left side and the 
larger right side.  [No harm is done when the left side 
exactly equals the right side because in that case s1 
just becomes 0].  So the only choice which adds s1
to the left side is choice C.
