The slopes must be the same.
1st equation has a slope of 3/2
2nd equation has aslope of -6/b
Solve: -6/b = 3/2
b = -4

When x = 2, y must be -1.
x - 3y = c
2 - 3*-1 = c
2 + 3 = c
c = 5
