Divide both sides by 6, and you will get:
y%3C=+%287%2F6%29x+%2B%282%2F6%29+

This represents a shaded area that is BELOW and including the line y=%287%2F6%29x%2B%281%2F3%29+, which can be graphed as shown below, using a y-intercept of 1%2F3 and a slope of 7%2F6 which means a rise of 7 and a run of 6.
