The slope of the line perpendicular to the line y = 5x -1 is -1/5
we now use the point given (-3, -2) and the slope -1/5 to construct the required line in standard form,
-2 = (-1/5)*(-3) + b
-2 = 3/5 + b
b = -2 -3/5 = -13/5
therefore the equation of the line is
y = (-1/5)x - (13/5)
