Can you finish? Should not. The description is not good. The money quantity 0.83 dollars cannot have only nickels and pennies. If there were 7 nickels, this would only be 0.35 dollars.

It's easy to see that there is no possible way to get 83 cents 
with 7 coins using only nickels and pennies.  Even if you used
7 nickels you'd only have 35 cents!!!

In fact the only way to have 83 cents at all with 7 coins is 
the standard way for a clerk to to give a customer 83 cents in
change, which is

3 quarters, 1 nickel, and 3 pennies.

That is 7 coins. 

But there is obviously no way possible to have 83 cents with only 7 
coins using nickels and pennies only.  We must have 3 quarters!
