More of smaller value coins would be needed than of larger value coins. Start with the largest value coins and use as many as the given quantity will allow. This will simply be quarters, which are 25 cents each. The number of coins will be FIVE quarters.

one She could have a dollar bill and one quarter which would be one coin.
zero She might have a check for a $1.25 and have no coins.
two She might have a dollar coin and a quarter for two coins.
But you state that she has it in coins so two is the lowest she could have.
