Doubling the radius increases the volume more.

Doubling the height (h), while keeping the same base with area A, will double the volume:
V=A*h

Doubling the radius (r), will quadruple the area (A=pi%2Ar%5E2) of the base.
If the radius changes to 2r, the area quadruples to A=pi%2A%282r%29%5E2=pi%2A2%5E2%2Ar%5E2=4pi%2Ar%5E2
Doubling the radius (with the same height) will quadruple the area of the base, quadrupling the volume of the cylinder.
