The standard form of a sinusoidal function is

y+=+a%2Asin%28b%28x-c%29%29%2Bd

a is the amplitude
the period is 360/b degrees
the horizontal shift (phase shift) is c
the vertical shift is d

You need to write the given function in the standard form by factoring out the coefficient of x:

y+=+3.5%2Asin%285%28x-16%29%29%2B1.5

Then...
a=3.5
b is 5
c is 16
d is 1.5

Answer the question from there on your own.
