35 mi/hr * 5280 ft/mi * 12 in/ft * 1 hr/60 min = 18060 in/min

Each rev of the wheels moves the bike the wheel's circumference.
C = pi*d = 26*pi inches/rev

RPM = rev/min = (18060 in/min)/(26pi in/rev)
= 9030/(13*pi) rev/min
=~ 221.1 RPM
