triangle RST is right triangle
given:
RT=12 (hypotenuse)
RS=5
then we need third side TS which will be:

TS+%5E2=RT%5E2-RS%5E2
TS+%5E2=12%5E2-5%5E2
TS+%5E2=144-25
TS+%5E2=119
TS+=sqrt%28119%29
TS+=10.90871211463571
or, approximately
TS+=10.9

then, the perimeter will be:
P=12%2B5%2B10.9
P=27.9
