"Actual velocity" is not the correct term. The plane's actual velocity wrt (with respect to) the air, and any other objects in the same medium going the same direction, is 320 kph.

What should have been asked for is the ground speed, its speed wrt things on the ground. That's 320 - 42 = 278 kph.
