If he takes twice as long to get to work from home than the other way around, and to get home from work it takes 30 minutes, then double 30 minutes to 60 to go to work. That's a total of 90 minutes, or when converted to hours by dividing by 60 1.5 hours, for him to go back and forth. The total distance covered go to to work and back home or the other way around would be 90 miles, as it's 45 to get from one to the other and you just double it. That is 1.5 hours per 90 miles. To get from 90 miles per 1.5 hours to miles per hour, divide by 1.5 both hours and miles, to get 60 miles per hour.
Either the question or answer choices are incorrectly written, as there is absolutely no way that you can cover 90 miles in 1.5 hours at the fastest choice given at 2, 2*1.5 is 3 as in 3 miles if you're going for 1.5 hours at 2 miles per hour.
