Multiply thru the 1st equation by 5 to get:
-35x - 25y = -20
-35x - 25y = 13
--------------------------
Subtract the 1st from the 2nd to get:
0 = 33

That is a contraction which resulted because we assumed
the x and the y variable stood for the same numbers in
the two equations.
They do not, so the system of equations is inconsistent.

If you graphed the two equations you would see the lines
are parallel; they do not share a point.
