You want the building with the smaller surface area because it requires less building material, which means it should be cheaper. This is assuming the two buildings have the same structure and safety rating, etc. Not only do you save money with a smaller surface area, but a smaller surface area means the wind/air isn't hitting the building as much as the one with the larger surface area. So you're less likely to have the building sway back and forth (assuming it's a tall building).
