However, 2 sides are labeled inches and the other 2 sides are labeled meters. How do you do it then? 2 sides are 4 inches and 2 sides are 2 meters. thanks for your help.

If no specific units are requested, for the perimeter you could answer
P = 4 meters and 4 inches.
It's better to pick units, tho.
1 inch = 2.54 cm exactly so I would use metric units.
P = 4 meters + 4*2.54 cm
= 400 cm + 10.16 cm
= 410.16 cm or 4.1016 meters

For the area, the units have to be the same.
2 inches = 5.08 cm = 0.0508 meters
Area = 2 meters * 0.0508 meters
= 0.1016 sq meters
