if the equation is y = x, then you can say that when y = 13, x = 13.
other than that, you cannot be guaranteed that, when y = 13, x will also be 13.
a couple of examples:
y = 2x.
when y = 0, x = 0
when y = 13, x = 6.5
y = x^2
when y = 0, x = 0
when y = 13, x = sqrt(13)
note that, when y = 0, x doesn't necessarily have to be equal to 0.
example:
y = x + 2
when y = 0, x = -2
even though some equations will let x be equal to 0 when y is equal to 0, it doesn't necessarily follow that, when y = 13, x = 13.
it has to do with the equation that tells you the relationship between x and y.
