If one pipe/tap/faucet fills a pool/tank/basin/whatever in hours, and another pipe/drain/whatever empties it in hours, then the fill pipe fills of the pool in one hour and the drain empties of the pool in one hour. Working together (or in this case against one another) the pool fills (if positive) or empties (if negative) at a rate of of the pool per hour. Do the arithmetic and then take the reciprocal to find the total time.
