You just were answered once: 

    1)  There is NO rate of speed.

        There is a rate and there is a speed.

        These are different notions, and they NEVER go as one term "rate of speed".



    2)  To find the rate, divide the distance by the time.


If you are not able to learn, then for what reason do you come to this forum ?
