The drain release 1%2F20  of the bathtub volume each minute.

The net balance is 1%2F15-1%2F20 = 4%2F60-3%2F60 = 1%2F60 of the bathtub volume per minutes.

Hence, it will take 60 minutes = 1 hour to fill the bathtub if both faucet and drain are turned on.
