The question is:

Which is more, 

11 things CHOOSE 4, i.e., C(11,4) = 330

or

11 things PLACE 4, i.e.,  P(11,4) = 7920 ?

When you CHOOSE, order doesn't matter.
When you PLACE them in a certain order, order matters.
