Find the perimeter of the rectangle
P = 2L + 2W
P = 2*400+2*200
P = 800 + 400
P = 1200

The perimeter is 1200. This means we need 1200 linear feet of fencing

Convert from feet to yards

1200 ft * (1 yard/3 feet) = 1200/3 = 400 yards

We need 400 yards of fencing

400 yards * (14 dollars/1 yard) = 400*14 = 5600

The total cost is $5,600
