If the ratio of yes votes to no votes is 4 to 5, then for every 9 votes cast, 4 of them are yes and 5 are no. If you divide the total number of votes by 9, you will have 1/9 of the votes. 4 of those 1/9s are yes votes and 5 of them are no. You can do your own arithmetic.
