You're right, it is 2 times greater.
27 is 18 greater than 9. 18 = 2 times 9 --> 2 times greater. Oddly, most people get it right when using %ages - it's 200% greater, not 300% greater.
The author of the book, and a lot of other people, have problems with English, apparently.

Consider, if it's 1 time greater, how much more is it? Does that mean it's twice as much, or the same? If it's the same, why does it say greater?

Even worse, we hear something is 10 times smaller. What does that mean? If it's 1 times smaller, that makes it zero. How can it be 10x smaller?

How can the moon have 5x less gravity? If it has 1x less, that would be no gravity.
