The problem as posted makes no sense; I don't know what the other tutor was trying to do with it....
Take ANY two numbers with a sum of 18 and one of them will be less than twice the other.
9 and 9 --> 9 is less than 2(9)=18
5 and 13 --> 5 is less than 2(13)=26
13 and 5 --> 5 is less than 2(13)=26
18 and 0 --> 0 is less than 2(18)=36
-7 and 25 --> -7 is less than 2(25)=50
...
etc.
Very probably the statement of the problem is supposed to say something like "... one number is 3 less than twice the other..."
