The easiest way is to use a calculator and convert them
all to decimals. 

2%2F3, 2%2F5, 3%2F7, 1%2F4,  5%2F16

First change them to decimals. That is,
divide numerator by denominator on a calculator:

  2%2F3 = 0.66666...
  2%2F5 = 0.4
  3%2F7 = 0.42857...
  1%2F4 = 0.25
 5%2F16 = 0.3125

Arrange the decimals in order first by the tenths place and
secondly by the hundredths place,  then by the thousandths
place, and so on.  Arranging the above decimals in order
smallest to largest:

  1%2F4 = 0.25
 5%2F16 = 0.3125
  2%2F5 = 0.4
  3%2F7 = 0.42857...
  2%2F3 = 0.66666...

 
So the fractions in order are:

1%2F4, 5%2F16, 2%2F5, 3%2F7, 2%2F3
