This is not well worded.
It isn't natural to graph a constant number, such as a fraction.
So it must mean "graph the function of multiplying by a fraction".
In this case f(x) = (3/4)x.
Such graphs will always be a straight line which goes through the origin (0,0) and has a slope = the specified fraction.
In this case, it wil go through (4, 3) e.g.

Mark the mid-point between 0 and 1

Mark the mid-point between 1/2 and 1
---
That is the point for 3/4.
