a - 17 = b + 17
a = b + 17 + 17
a = b + 34
:

3(b - 23) = a + 23
3b - 69 = a + 23
3b = a + 23 + 69
3b = a + 92
replace a with (b+34)
3b = b + 34 + 92
3b - b = 126
2b = 126
b = 126/2
b = $63 original amt of your sister
