a slope of m=-2%2F3

using point slope form we have

y-y%5B1%5D=m%28x-x%5B1%5D%29....substitute given values
y-3=-%282%2F3%29%28x-0%29
y-3=-%282%2F3%29x
y=-%282%2F3%29x%2B3...both sides multiply by 3
3y=-2x%2B9
