If you don't have that formula, you can find the volume of the extended cone to a point, then subtract the volume of the cone with a 16 cm diameter base.

The volume of the frustum of a cone is given by:



Remember, the formula calls for the radii of the top and bottom circles, and you are given the diameters. Also, the formula will give you the volume in cubic centimeters and there are 1000 ccs in a liter. Just do the arithmetic.
