 Find the slope of the line thru the 2 points:
 m1 = (y2 - y1)/(x2 - x1)
 m1 = (-1 -3)/(1 -(-1))
 m1 = -4/2 = -2
 To be perpendicular, the slope m2 is the negative inverse of m1, -1/m1
 m2 = 1/2
 Use (x3,y3) = (4,3)
 y - y3 = m2*(x - x3)
 y - 3 = (1/2)*(x - 4)
 2y - 6 = x - 4
 x - 2y = -2
