The slope is the change in "y" when x changes by one.

Let x = 0, then y = (1/2)*0 -3 = -3
Let x = 1, then y = (1/2)*1 -3 = -2.5

Notice that the change in y is 1/2
That is the slope.

In general, if you have an equation y = mx + b
the slope is m.
Your eqution is y = (1/2)x -3 so m = 1/2 is the slope.
