Did you mean 3x+5x=10 which is just 8x=10 or 4x=5 or x=5/4 which is a vertical
line and not a function? If so, its inverse is simply found by replacing the
x by a y and getting 4y=5 or y=5/4 which is a horizontal line and which is a
function.
But I'll bet your teacher is not trying to see whether you can add 3x and 5x to
get 8x. I'll bet instead that you accidentally made a typo and one of those x's
was supposed to be a y. Am I right? Check and see.

If you are only working with natural numbers (counting numbers -- 1, 2, 3, ...) then the product of two numbers is always equal to or greater than each factor.
But if we allow fractions and one of the factors is less than 1, then the product of that number and a second factor will be less than the second factor. For example,
(1/2)*4 = 2, which is less than 4.
or
(1/2)*(2/3) = 1/3
There the product is less than either of the factors, because both factors are less than 1.
And there are other examples if we allow different kinds of numbers. For example, if the first factor is positive and the second is negative, then the product is negative; and a negative number is less than any positive number.
Example: (3)*(-2) = -6, which is less than 3

Equally obviously, as the problem is presented, the intent is that p varies directly as the square of q.
Given that, here is my choice of how to solve this kind of problem.
p varies directly as the square of q. In the given scenario, q=4.30, and in the new scenario q=5.40. Since p varies as the square of q, this increase in the value of q causes the value of p to increase by a factor of (5.40/4.30)^2.

The author of this problem uses improper sloppy language which has no place in a serious math problem.
The other tutor interprets the given statement that the second cylinder is 3 time (sic) longer than the first cylinder to mean that the length of the second cylinder is 3 times the length of the first; and she interprets the statement that the base radus (sic) of the second cylinder is 2 times shorter than the base radius of the first cylinder to mean that the base radius of the second cylinder is 1/2 the base radius of the first cylinder.
