Once I multiple all sides by 4/4 to get rid of the denominator of (3y-1), then I end up with 4/4 > 3y-1/4 > -4

multiply each term by 4
4 >3y-1 > -4
add 1 to each term
5 >3y > -3
divide by 3
5/3 > y > -1
-1 < y < 5/3
