Multiply both sides by +10+
+-4x+%3C+9+%2B+90+
+-4x+%3C+99+
Divide both sides by +-4+
This means you also have to reverse the
inequality sign
+x+%3E+-99%2F4+

Note that +-99%2F4+=+-24.75+
To check my result, I'll make x
a little larger than +-24.75+
