Multiply thru by -1.
Note: When you multiply by a negative the
order of the inequalities change.

Then you are right and the book is wrong, UNLESS there is more to the problem than you have shared with us. Like perhaps it says "What is the lower limit of the interval containing " or some such language.
You can put this solution on YOUR website! Do you mean 12 ≤ 1 - x ≤ 15?
Or do you mean 12 < 1 - x ≤ 15?
In either case, plug both answers into the original inequality.
If you get a true statement, then you will know which answer is correct.
