The 28 gallons made a difference of (75-40)% of the tank capacity.

28 gallons is 35% of the tank capacity.

28%2Fc=0.35, using c for the tank capacity.

c=28%2F%280.35%29
c=28%2A100%2F35=%287%2A4%2A100%29%2F%287%2A5%29
c=%284%2F5%29%2A100
highlight%28c=80%29

***
let x=amt of fuel tank holds
(40%x+28)/x=75%
.40x+28=.75x
.35x=28
x=80
amt of fuel tank holds=80 litres
