FIRST YOU HAVE THE Y INTERCEPT (0,-4).
NOW YOU NEED TO SET Y=0 & SOLVE FOR THE X INTERCEPT.
0=2X/3-4
2X/3=4 NOW CROSS MULTIPLY
2X=3*4
2X=12
X=12/2
X=6 WHICH IS THE POINT (6,0)
NOW PLOT THESE 2 POINTS (0,-4)&(6,0) DRAW A LINE THROUGH THEM (SHOULD BE THE SLOPE OF 2/3.
THE GRAPH SHOULD LOOK LIKE:
