Fractions are between whole numbers.
For example, between 0 and 1, we find 1/4, 1/2, 3/4.
To graph (2, 1/2), start at the origin and move two places to the right on the x-axis. Then move 1/2 units up on the y-axis and plot your point there.

By the way, plot decimal numbers the same way we plot fractions.
