Once we understand circumference we're almost home.
The formula is:
Circumference = pi (3.14) times diameter
So let's find the diameter of the tower.
10 = 3.14*D
Divide 3.14 to get:
Diameter is approx 3.18 meters for the tower so we now know with the fence the diameter is 7.18 meters.So now we can find the circumstance:
Circumference = 3.14 times 7.18
Circumference = 22.55 meters approx

The circumference of the tower is your 10 meters; we need to find a radius

r=10+m%2F2pi
r=5m%2F3.14
r=1.59m
a fence that surrounds a tower makes a circle that will have a radius of r1=r%2B2=1.59%2B2=3.59 meters (radius measured from the center of the tower), and will have a circumference of:
2r1%2Api+=+2%2A3.59%2A3.14=+22.55m which is the length of a fence
