I am a 5 digit number between 40 000 and 50 000. 
So the first (ten thousands) digit is 4.

my thousands digit is 1 less than the lowest 2-digit number.
The lowest 2-digit number is 10.   1 less than 10 is 9.  
So the 2nd (thousands) digit is 9

my other digits are the same. 
Hmmm?  What do you mean by "the same"?

The same as the 2nd digit?  Or they are all three the same.

49999   <-- this one if they are the same as the 2nd digit.
