Raising to the 1/2 power means the same as "square root." In this equation, in order to "undo" the square root, you must SQUARE both sides of the equation.

+%283x%2B1%29%5E%281%2F2%29+=+4
sqrt%283x%2B1%29+=+4
3x%2B1+=+16
3x=15
x=5

Check:
%283%2A5%2B1%29%5E%281%2F2%29=4
16%5E%281%2F2%29=4
sqrt%2816%29=4
